New VAT Exemptions in Agriculture: Which Products Are Exempt from the 18% VAT?

The Cabinet of Ministers of the Republic of Azerbaijan has adopted a new resolution to support the development of the agricultural sector. Under the new regulation, the import of certain agricultural equipment and veterinary products is exempt from the 18% Value Added Tax (VAT).

However, it is important to note that this exemption does not apply to all agricultural products.

What Was the Previous Practice?

Although the agricultural sector has long benefited from various tax incentives, the import of certain equipment and veterinary products was previously subject to the standard 18% VAT.

The new resolution removes this additional tax burden for a specified range of products.

Which Products Are Exempt from VAT?

According to the list approved by the Cabinet of Ministers, the VAT exemption applies to:

  • Equipment used in seed production;
  • Poultry farming equipment;
  • Beekeeping equipment;
  • Laboratory equipment;
  • Machinery and equipment designed for cleaning, sorting, and grading seeds, grain, and dried legumes;
  • Veterinary products used for the prevention, diagnosis, and treatment of agricultural animals and poultry.

What Does This Mean for Farmers and Businesses?

The new regulation offers several advantages for the agricultural sector.

Lower Costs

Removing the 18% VAT reduces the overall cost of importing eligible equipment and products.

Reduced Production Costs

More affordable access to agricultural equipment and veterinary products helps optimize production expenses.

Faster Growth of Agribusiness

The new incentives make it easier to establish new agricultural businesses and expand existing operations.

Increased Competitiveness

Local producers and farmers can strengthen their competitive position in the market.

Important Note

The VAT exemption does not apply to all agricultural goods.

It is limited exclusively to the products included in the official list approved by the Cabinet of Ministers.

For this reason, businesses are advised to verify whether the imported product is included in the approved list before carrying out import transactions.
