New Opportunities Expected for Azerbaijan’s Technology Sector: What Changes Are Planned for 2026-2028?

As part of the 2026-2028 Digital Development Acceleration Action Plan, the Government of Azerbaijan aims to position the country as a regional hub for technology and innovation.

According to information presented in the Milli Majlis (National Assembly), new legislative initiatives are currently being developed to support the growth of the country's technology ecosystem.

It is important to note that these proposals have not yet entered into force and are currently under discussion.

What Changes Are Being Proposed?

Legal Framework for Venture Capital Funds

Venture capital funds are financial institutions that invest in startups with high growth potential.

The proposed reforms aim to establish a legal framework for venture capital activities, making collaboration between investors and technology companies more accessible and transparent.

Introduction of Crowdfunding Mechanisms

Crowdfunding enables projects to raise capital through contributions from a large number of individual investors.

Its introduction could improve startups' access to financing and support the commercialization of innovative business ideas.

Implementation of SAFE Agreements

A SAFE (Simple Agreement for Future Equity) is one of the most widely used investment instruments in international startup ecosystems.

It allows investors to provide early-stage funding in exchange for the right to receive equity in the company under predefined conditions at a later stage.

Convertible Debt Instruments

Convertible debt allows investors to convert loans into equity in the company at a future date.

Such financing instruments are commonly used to support startups during their growth and fundraising stages.

Employee Stock Ownership Plans (ESOP)

ESOP programs enable employees to acquire ownership interests in the company.

This approach helps attract highly qualified professionals while strengthening long-term employee motivation and retention.

What Incentives Are Being Considered?

The proposed initiatives also envisage several support measures, including:

  • Tax incentives;
  • Customs incentives;
  • Additional benefits for investors;
  • Measures to attract highly skilled professionals;
  • Support for the development of technology companies.

Why Are These Changes Important?

In recent years, many startups have chosen to establish their businesses abroad due to more favorable legal and investment environments.

The planned reforms aim to encourage innovative businesses and technology companies to incorporate, grow, and attract investment within Azerbaijan rather than relocating overseas.

In the long term, these initiatives could strengthen the country's competitiveness, create new employment opportunities, and increase Azerbaijan's attractiveness to international investors.
