Why Data Is Becoming the State’s Key Resource

Recently, the President of Azerbaijan issued a decree on reforming the country’s statistical authorities. In my view, this represents an important shift in public administration and reflects a long-term vision extending to 2030: the focus is gradually moving away from tax reporting toward data collection and analytics.

The world is rapidly digitalizing. Today, almost everything is recorded in numbers — card payments, the movement of goods and services, social processes, and more. By using this data, the state can better understand what is happening in the economy and society. This is not about monitoring individuals; it is about making governance more efficient, improving forecasting, and enabling better planning.

This transformation also brings changes to professional roles. The era of accountants whose primary task was simply collecting and submitting reports is gradually coming to an end. The key role is shifting to specialists who understand business processes, can work with data, and are able to identify relationships within numbers. What matters to the state is not just reports themselves, but an understanding of what these figures mean for the economy and society.

Digitalization allows data to be verified and analyzed more quickly and accurately. For example, information on card payments reflects real economic trends, reducing reliance solely on company-submitted reports. This enables the state to make smarter decisions — improving processes through data without interfering in people’s daily lives.

Ultimately, data is becoming a valuable resource, while analytics is turning into a core tool of planning and governance. The decree on reforming statistical authorities represents a step toward a more modern approach: reducing paper-based reporting while increasing the use of data to understand national developments and support economic and social growth.
